New building of the Schlossbergschule yes, but where?

With a clear preliminary decision of 13 points, the proposal for a new building of the schlossberg elementary school on the previous site prevailed at the municipal council. The alternative of a new building on a neighboring church property (five points) and a possible new building on the present sports field (two points) were only second choices. The equally expensive general renovation of the school as well as the new building on a municipal property in the north next to the building yard fell through as alternatives.

Officially, the municipal council will vote on the new building in its municipal council meeting on 7. July. The committee wants to decide on the location only after further examination of the content and after the purchase request to the diocese has been made.

Actually, it should have been a public workshop of the municipal council on saturday, mayor harald hofmann opened the almost three-hour event. But because of the still valid corona distance rules, there was no room for listeners in the school gymnasium. At the end of the workshop, the mayor hoped, the councillors would have formed an opinion on the general renovation or new construction of the elementary school and, in the case of a new building, on its location.

Four proposals

The architects joachim perleth and christiane wichmann as well as the town and space planner leonie wabra (all architects perleth, schweinfurt) presented four conceivable proposals with advantages and disadvantages, taking into account the space concept needed in the future for the elementary school and the after-school care center.

The costs, which at 10.2 million euros are just as high as those of a new building, which depending on the room concept is stated at 8.5 million or almost ten million euros, speak against a general renovation. "If renovation costs exceed 80 percent of new construction costs, renovation is uneconomical. We are well above it", stated architect joachim perleth. Therefore, the government of lower franconia had already recommended the new building.

The construction on the previous school site also offers all the advantages of a new building on a greenfield site at the same cost, such as compliance with barrier-free access, the coordination of the room structure with the pedagogical future concept, the continued use of the sports grounds and the gymnasium, the spatial separation of school and after-school care, and the preservation of all teacher parking spaces. However, in this case, restrictions in the school operation during the construction activity had to be accepted and the construction itself was "a real challenge" due to the 15-meter-high slope, emphasized leonie wabra.

It was only during the workshop that the committee suggested approaching the diocese about purchasing its land next to the sports field. A building there would have all the structural advantages of a new school building, but school operations would not be disturbed during the construction work. After demolition of the old building, this site could be used for housing construction. Here, however, the purchase price and the demolition costs of the old building (950000 euros) would be added to the new building costs. "This property is farmland. We have no building rights there at all", christiane wichmann drew attention to further difficulties. "When building on the old site, we could start immediately, everything else costs even more time", added hofmann, who strongly advocated the construction on the previous school grounds and was also in agreement with principal susanna bickert.

Examine location question once again

But some councillors said that after five years of planning, it is now no longer a matter of a few weeks. So it was only possible to agree on 7. July in official session to vote first on a new building. Over the location (old area or church property) is to be decided only if the answer of the diozese is present, both location alternatives of the architect’s office still more near examined and comparable school new buildings of the local council could be visited.

"So the question of location remains open", mayor hofmann concluded the workshop somewhat disappointed about the further delay. He had tried several times to get the committee to decide on the location of the new building, although only an hour earlier a majority had voted in favor of a new building on the old site. Now he clearly drew the attention of the council members to the fact that only after a binding location decision can a specification of the tender for the architectural competition be made.
